This modded drivers not a fully upgrade?

The problem is, that I want to play Far Cry 3 on Radeon X1600, but it freeze at the beginning of the game. I think, this caused by old 10.2 driver.
I found, how to mod XP drivers. I had to change 6 legacy files in the new driver, but after driver updating the game still freeze

It is possible, that this driver modding not fixes problems, for 6 legacy files reason, it is only increase some FPS while playing?
I can see, that DIGITAL FLEM do the same, so if I have WIN7, it cannot colve this problem.
